http://localhost:8112 only works on the local machine not very useful when deluge is running nativity on said machine. Instead use the ip address of the computer running deluge ex. 192.168.X.XXX:8112. This will allow you to manage from within your network. To manage deluge globally head over to ddns and get a static web address (free) for your router. Then use http://yourwebaddress.com:8112. Make sure to open port 8112 and forward it to the machine running deluge in your router settings.
